2014-2015 System Goals

1. Improved Academic Achievement (this can be achieved through good teaching practices by closely monitored, high quality teachers)

2. Improved Test Scores (this will happen if goal 1 is successful)

3. Improve the Dropout Rate (we lost 185 ninth graders last year and a total of more than 300 from all grades; this is unacceptable and we must improve)

4. Attract and Retain a High Achieving Work Force that accepts ownership of the direction we need to head. Teacher attendance also plays an important role. Attendance will be closely monitored and published each month with recognition given to high attendance schools.


The Dougherty County Board of Education, at a special called meeting held on January 9, 2013, selected Dr. David C. “Butch” Mosely as interim superintendent for the 15,816 student school system. Dr. Mosely has served in the interim capacity in three Georgia school systems. At the March, 2014, monthly meeting the board confirmed the decision to move the superintendent from interim status to permanent leadership for the coming years. It is important for parents, staff and teachers to know that board support for his leadership came from unprecedented improvements made across the system during his 16 months of interim leadership. The continuation of this momentum is critical to the future of the Dougherty County School System.

Upon taking office, building system integrity by managing business effectively and helping us to regain the trust of the community and the Georgia Department of Education was the highest priority. Prior to his arrival, more than $8 million in Title I and $6 million in Race-to-the-Top funds were being withheld by state oversight departments. Procedures and oversight were put into place to satisfy the state monitors so that future funds would be used to the benefit of students as allowed by law for supplementing the educational program.

Having served as superintendent in six Georgia school systems, Dr. Mosely knew that operational inefficiencies take some time to uncover. He wasted no time enlisting knowledgeable staff to discover challenges to effective operations. Budget-enhancing results from efficiency studies include:

1, Closing of two elementary and one middle school for class size efficiency -- saving $2 million. One of the closed schools had an above average record of student performance so the entire faculty and leadership team was moved to a school that consistently ranked at the bottom of academic performance for the system. With new administrators and faculty that were determined to turn that school around the new team posted double-digit student performance gains in every content area the first year.

2. Restructuring the transportation department and rerouting of buses – saving $300,000

3. Closing FY2013 with $12 million reserve on a $120 million general fund budget

4. Appointment of six new top-level central office department managers

5. Appointment of nine (of 23) new principals with two-year improvement objectives

6. Initiated above grade-level reading emphasis in K-3 with 25 early intervention reading teachers

7. Initiated technology focus investing in new infrastructure framework for one-to-one student technology

8. Restructured police department for cost saving efficiency and officer safety

9. Improved nutrition program operation which increased revenue by $970,000

10. Increased meal participation 12 percent

11. Reduced teacher furlough days and returned system to 180-day school calendar

12. Saved $120,000 by closing Saturday schools in favor of more efficient intervention alternatives

13. Built partnership with USMC military leadership providing school choice for active duty dependents

14. Collaborating with colleges and universities in county to create initiatives to benefit students on all levels

15. Benefit the community keeping a majority of $90 million in construction projects in Southwest Georgia

16. Improved CCRPI scores for 21 of 23 schools

17. Showed CRCT result improvement in 16 of 30 content areas (state was 14 of 30)

18. Implemented new teacher recognition program based on accountability data and performance

19. Provided bonuses to help recruit and retain the best teachers in the critical subject areas

20. Began this summer, a system strategic planning partnership with State Department of Education and community leadership that is on track to reestablish direction throughout the system by spring, 2015.

He retired as superintendent of the Glynn County School System in 1999 completing 34 years of full time service in public education, distinguishing himself with many recognitions including being honored as the Georgia Association of Education Leadership State Superintendent of the Year in 1999.

Prior to being chosen to his first superintendent post for Decatur County Schools in 1985, Dr. Mosely served as classroom teacher, varsity basketball coach, assistant principal and principal. He has also served as adjunct faculty member of NOVA University teaching in the Education Leadership program, where he earned his doctorate degree in 2006. He holds specialists and masters degrees from Valdosta State University and his bachelors degree from the University of Georgia. He also holds Georgia L-7 Leadership Certification.

In civic and community activities, Dr. Mosely has served as Chair of the Decatur County Board of Commissioners and provided leadership on the boards of the Decatur County Chamber of Commerce, the Climax Community Club, the Decatur County Library Board, the Climax United Methodist Church and the United Methodist Children’s Home.

Dr Mosely enjoys hunting, fishing, golf, reading and high school and college sports.
